We\u2019re curious to hear your thoughts about the\nBuild Back Better plan not passing. Do you see this as an economic and market\nnegative? Or is it more of a positive in terms of debts, deficits, and\ninflation? Thank you and happy holidays!<\/p>\n\n\n\n<p><strong>Mitch\u2019s Response:<\/strong><\/p>\n\n\n\n<p>Thanks for sending your question, and Happy Holidays to your\nfamily as well! To answer your question right out of the gates, I don\u2019t see the\nBuild Back Better plan as an economic positive or negative. As such, whether or\nnot the legislation ultimately passes shouldn\u2019t have much effect on the\nmarkets, in my view.<sup>1<\/sup><\/p>\n\n\n\n<p>This may come as a surprise, but the main reason I do not\nthink the legislation will be an economic\/market positive or negative is its\nsize. At the current less than $2 trillion price tag \u2013 a number that is likely\nto decline even further as negotiations carry on \u2013 I do not think it is big\nenough to move the needle on inflation or the broad economy. <\/p>\n\n\n\n<hr class=\"wp-block-separator\"\/>\n\n\n\n<p><strong><a href=\"https:\/\/go.steadyinvestor.com\/arrow-use-volatility-to-your-advantage?source=zim&amp;medium=blog&amp;term=mitchsmailbox_zim_2021_12_30&amp;content=volatility_can_be_good_guide\">Do You Know That There Are Silver Linings to Market Volatility?<\/a><\/strong><\/p>\n\n\n\n<p>Downside\nmarket volatility is challenging for just about every investor. But the big consideration here is that\nBuild Back Better is a less than $2 trillion plan spread out over 10 years,\nwhich is quite small when you consider total U.S. economic output over the same\nperiod. In 10 years, the U.S. is likely to generate at least $250 trillion in\ntotal output, of which $2 trillion would be a tiny percentage. <\/p>\n\n\n\n<p>The biggest impact on the deficit that Build Back Better\nwould have is in year one, where the expansion of the child tax credit would\nadd some $155 billion to the deficit, according to CBO estimates. But that\u2019s\nonly 0.6% of U.S. GDP. <\/p>\n\n\n\n<p>As far as inflation is concerned, the Biden administration\nhas argued that the legislation would lower inflation since some of the\nprovisions would increase productivity, particularly via child care. Counter\narguments and analysis show inflationary effects, though modest ones \u2013 Moody\u2019s\nAnalytics predicted inflation would be 0.2% higher over the next couple of years\nwith Build Back Better. My take: the inflationary effects would be too small to\nmatter. <\/p>\n\n\n\n<p>Finally, there\u2019s economic growth. Would the legislative\npackage hurt or help growth? Again, I see an effect modest enough that it\u2019s not\na make-or-break situation. According to Goldman Sachs, U.S. GDP growth in 2022\nwould be 2.9% with Build Back Better and 2.4% without it. Morgan Stanley says 4.9%\nwith and 4.6% without. Neither sees any inflation effects.<\/p>\n\n\n\n<p>Bottom line: I don\u2019t think the economic growth, earnings, or\ninflation pendulums swing very much at all whether or not this legislation\nultimately passes.
